Delivery
Project Management
Someone qualified holding the programme, the budget and the contractors to account — on your side of the table.
Overview
What our project management service covers
We act as the client's representative, managing a construction project so that you are not the one chasing contractors, reconciling variations, and discovering problems after they have become expensive. That covers planning and scheduling, cost control, procurement, risk management, and coordination of every party on the project.
This is the service that protects the other services. A well-designed, well-priced project still fails if nobody is managing delivery against the programme.
Why engage us
Five reasons clients bring project management to TopHall
We represent your interests, not the contractor's
As client's representative our obligation is to you, which matters most at exactly the moments where a contractor's interest and yours diverge.
Technical judgement, not just administration
Qualified engineers assess what is actually being built, so quality and structural issues are caught on site rather than recorded in a progress report.
Cost control against measured quantities
Variations are measured and validated against the bill of quantities rather than accepted as claimed, which is where budgets are usually lost.
Risk managed before it becomes delay
Procurement lead times, approval dependencies, and site risks are tracked and escalated early, while there is still room to act.
One point of coordination
Designers, contractors, suppliers, and authorities are coordinated through a single accountable channel instead of through you.
How it works

Progress, cost, and quality are tracked against the baseline and reported to you.
- Step 04

Variations are assessed and risks managed as they emerge.
- Step 05
Close-out
Commissioning, snagging, final account, and handover documentation.
Questions
Frequently asked questions
Can you manage a project another contractor is building?
Yes — that is the standard case for client representation. We manage and supervise the appointed contractor on your behalf.
How do you report progress?
Against an agreed baseline programme and budget, at a frequency set with you at project set-up, so progress is measured rather than described.
Do you manage projects you are also constructing?
Where we build, we manage delivery as part of that contract. Where you want genuinely independent oversight of our construction work, we will say so plainly and support you appointing a separate party.
