Environmental Impact Assessment

NEMA-compliant environmental assessment that clears your project to proceed — and stands up to scrutiny afterwards.

Overview

What our environmental impact assessment service covers

Environmental Impact Assessment is a licensing prerequisite for most development in Kenya, and a project that starts without it risks a stop order at the worst possible moment. We prepare EIA project reports and full EIA studies to the standard the National Environment Management Authority expects.

Beyond the licence itself, we prepare environmental audits and environmental management plans — the documents that keep a project compliant through construction and into operation, not just at the point of approval.

Why engage us

Five reasons clients bring environmental impact assessment to TopHall

  • Prepared to NEMA's actual requirements

Reports are structured to the regulator's expected content and format, which reduces the rounds of queries that delay a licence decision.

  • Assessed by engineers who know the build

Our assessors also engineer and construct buildings, so proposed mitigation is practical to implement rather than theoretical wording that site teams cannot follow.

  • Sequenced to protect your programme

We plan the assessment against your construction programme so approval timing is a managed milestone rather than an open-ended wait.

  • Genuine stakeholder consultation

Public participation is conducted properly and documented, which is both a legal requirement and the part most often challenged later.

  • Compliance that continues past approval

Environmental management plans and audits keep obligations live through construction and operation, rather than filing the licence and forgetting it.

How it works

Our process

Each stage has a defined output, so you always know what you are receiving and what happens next.

  1. Step 01

    Screening

We establish whether your project needs a project report or a full EIA study.

  2. Step 02

    Baseline study

Site conditions, receptors, and the existing environment are surveyed and recorded.

  3. Step 03

    Impact assessment

Potential effects are identified, evaluated, and mitigation is designed.

  4. Step 04

    Public participation

Stakeholder consultation is carried out and documented.

  5. Step 05

    Submission

The report is submitted to NEMA and queries are handled through to decision.

  6. Step 06

    Ongoing compliance

Environmental management plans and audits support the project after licensing.

Questions

Frequently asked questions

What's the difference between an EIA project report and a full EIA study?

A project report is the shorter assessment suitable for lower-impact developments; a full study is required where potential impacts are more significant. We determine which applies during screening, before any substantive work is charged.

How long does NEMA approval take?

Timelines depend on the project's category, the completeness of the submission, and the regulator's workload. We can give you a realistic expectation for your project type once we have screened it — we would rather set an honest timeline than an optimistic one.

Do I need an environmental audit if I already have a licence?

Licensed projects generally carry ongoing environmental audit obligations. We can review your current position and tell you what applies.
